We must forgive the way Christ did, that is when there is confession. NO where in that verse does it say, "even if they are not repentant."
Luke 17:3 "3 So watch yourselves. “IF your brother or sister sins against you, rebuke them; and if they repent, forgive them."
See the "If", in that verse.
Isaiah 30:15 "15 For thus the Lord GOD, the Holy One of Israel, has said, "In repentance and rest you will be saved, In quietness and trust is your strength." But you were not willing, "
Luke 13:3 "3 I tell you, no; but unless you repent you will all likewise perish."
God does not reconcile with man unless there is confession, neither do we reconcile with someone who will not obey God and confess their sin against us.
When we superficially forgive to make ourselves feel better, we lack faith and we thwart the need in the offender to see his own sin. God says it this way;
Isaiah 26:10 "10 Though the wicked is shown favor, He does not learn righteousness; He deals unjustly in the land of uprightness, And does not perceive the majesty of the LORD. "
Our culture cares more about self than the well being of others. We are willing to remove the necessary spanking that others need, to be able to "feel" good about ourselves.
Our culture has taught for an entire generation now, that spanking someone bad is mean, but God calls it right and good.
Hebrews 12:11
"For the moment all discipline seems painful rather than pleasant, but later it yields the peaceful fruit of righteousness to those who have been trained by it."
Proverbs 12:1
"Whoever loves discipline loves knowledge, but he who hates reproof is stupid."
The idea that we should forgive an offender even if they are not sorry or willing to make things right, does not come from the Bible, it comes from psychology.
When we do what is "easy" more than what is "righteous", just to keep from feeling bad ourselves, then we are selfish and shortsighted.
God's way helps people become better, if they refuse to see truth, then they will not be better, but not because of us, because they chose to remain sinful.
Very rarely does forgiveness without confession bring about repentance on the part of the offender, mostly it empowers the evil one to continue being evil, even escalating their evil, they feel empowered more than ever before.

There it is in Isaiah, a wicked man does not become repentant because we treat them right or because we have forgiven him, he gets worse, he loves that he has fooled you and thinks he has fooled God.
Let's be sure to obey God and not psychology, which was spawned from the bowels of the unrighteous who have no love for God.
