Those who say they have "repented" but eventually return to repeat the same sins, never were sorry that they offended the Holy God, they were only unhappy that people were not pleased with them, or that the consequences were unpleasant.
When we have become deeply saddened for offenses against God, then we do not return to the same things over and over again.
When we are broken before God, He knows it and will cleanse us from our sin, so that we do not return to the same sin repeatedly.
1 John 1:9 9 "If we confess our sins, He is faithful and righteous to forgive us our sins and to cleanse us from all unrighteousness."
